About RAM

One model. Two clear pathways.

RAM guides government users and innovators from mission need and solution discovery through assessment, engagement, and potential award within one structured acquisition model.

Less paperwork upfront. More insight into the solution.

RAM replaces lengthy initial submissions with concise, five- to seven-minute video pitches evaluated against published criteria. This gives government reviewers an early, focused view of the technology, team, use case, and mission relevance before advancing to deeper engagement.

What does “awardable” mean?

Awardable status means a solution has successfully completed the required marketplace review process and is eligible for government discovery, engagement, and potential award using the applicable acquisition pathway.

Awardable does not automatically mean a company receives a contract. Contracting decisions remain based on mission need, funding, acquisition strategy, and government requirements.

Built on U.S. acquisition authority.

RAM marketplaces are grounded in government-issued announcements and applicable acquisition authorities. Many RAM efforts use Other Transaction Authority, or OTA, which allows the government to enter into flexible agreements for research, prototype, and production activities when statutory conditions are met.

In some cases, a successful prototype effort may support follow-on production without additional competition, consistent with the governing authority and the terms of the original solicitation or agreement.

This legal foundation is what makes RAM more than a discovery site. It creates a structured, competitive pathway for evaluation, marketplace visibility, government engagement, and potential award.

A Structured Pathway from Opportunity to Award

Legally Grounded

Each marketplace is built around a government-issued announcement that establishes the basis for submission, review, evaluation, and potential follow-on procurement.

Built for Emerging Technology

RAM is especially useful for fast-moving and dual-use technology areas where government users may not know all available market options.

Designed for Measurable Outcomes

The model supports shorter acquisition timelines, increased competition, broader participation, and faster delivery of mission-relevant capability.
